Growing Your Government Business
What Is a Contracting Officer Looking for in a Proposal?
Focus on the stated evaluation factors and reliable evidence rather than assuming relationships or extra marketing decide selection.
Follow the stated evaluation
The government's evaluation depends on the solicitation, purchasing method, and applicable rules. Do not guess at a universal preference for the cheapest offer, longest company history, or most polished presentation.
Make the response evaluable
- 01Address required instructions and mandatory conditions.
- 02Explain the approach against the actual performance need.
- 03Provide permitted, relevant evidence for experience and performance.
- 04Make staffing and delivery commitments realistic.
- 05Present pricing in the required format with consistent assumptions.
Understand the selection method
Best-value tradeoffs and lowest-price technically acceptable procedures do not reward the same features in the same way. Extra technical benefits may not receive credit under every method. Read the solicitation instead of assuming superior features always overcome price.
Reduce avoidable uncertainty
Use clear language, source-supported claims, consistent volumes, and complete forms. Avoid unsupported credentials and vague promises. Do not count on discussions to repair omissions.
A contracting officer's procurement authority is not an invitation to seek influence. Relevant relationships can improve understanding through proper channels, while selection must follow the applicable process and evaluation.
Official sources
Check current instructions and requirements directly with the relevant agency.
