Growing Your Government Business

How to Find Subcontracting Opportunities Without Winning a Prime Contract

Research relevant prime work, supplier routes, and specific delivery gaps while keeping subcontract obligations clear.

The prime can be your customer

You do not need your own government prime award to perform every subcontracting role. A subcontractor generally sells to another contractor. Requirements depend on the scope, the prime's supplier process, and applicable flow-downs.

Research the route

  1. 01Identify awards and pursuits matching your capability.
  2. 02Review relevant primes' official supplier resources.
  3. 03Use SBA subcontracting information as research leads.
  4. 04Prepare targeted evidence of the gap you can address.
  5. 05Ask about the appropriate qualification and introduction process.

Do not confuse interest with work

A supplier profile, subcontracting-plan goal, or teaming discussion is not an awarded subcontract. Confirm scope, authority, price, start conditions, and responsibilities in the actual agreement.

Review readiness

Subcontracts may require cybersecurity, quality, access, financial, or labor conditions. Lack of a direct government contract does not remove all obligations.

Build relationships before urgent deadlines and follow through reliably. The useful goal is to become a credible candidate for specific work, not to assume a prime's award creates guaranteed business for your company.
