How to Calculate Whether a Government Contract Is Profitable
Evaluate revenue assumptions, full delivery cost, risk, and cash flow before treating an award value as profit.
Start with actual expected work
A contract ceiling, vehicle award, or announcement is not guaranteed revenue. Model the scope and orders reasonably supported by the procurement and distinguish committed work from options or possibilities.
Build the cost picture
- 01Estimate direct labor, materials, travel, equipment, and subcontractors.
- 02Apply consistent indirect costs and administrative support.
- 03Include recruiting, training, quality, security, and contract-specific obligations.
- 04Review pricing, reimbursement, funding, and acceptance terms.
- 05Model schedule changes, utilization, and realistic contingencies.
Separate profit from cash
A positive estimated margin does not eliminate cash-flow pressure. Consider when costs are paid, when invoices can be submitted, and how acceptance or rejection affects receipts. Evaluate working capital before committing.
Review sensitivity
Test changes in labor cost, productivity, volume, delays, and supplier pricing. Identify which assumptions would make performance unsustainable and whether the terms provide appropriate change mechanisms.
Use qualified finance support for complex arrangements. Profitability should be assessed under the actual contract structure, not a simple award value minus wages or an assumed order volume.

Check current instructions and requirements directly with the relevant agency.
