Finding Opportunities
How to Identify Government Agencies That Buy Your Services
Match your offering to purchasing evidence, mission needs, and the actual buying offices rather than targeting every agency.
Start with the deliverable
Write a specific description of what your company supplies. A broad label such as technology or consulting rarely narrows the market enough. Describe the problem, deliverable, operating environment, and evidence of relevant work.
Test possible buyers with evidence
- 01Search public awards using relevant keywords and classifications.
- 02Identify repeated purchasing agencies and the offices attached to awards.
- 03Read current notices and agency forecasts for similar needs.
- 04Review mission and program information to understand why the offering matters.
- 05Investigate purchasing routes, including vehicles or established primes.
Distinguish the mission organization, funding agency, contracting office, and place of performance. They may not be the same entity, and each can tell you something different about a purchase.
Build a small customer profile
Record the buyer's need, past purchases, likely procurement route, public small-business resources, and gaps in your understanding. Separate direct-prime opportunities from situations where an existing contractor is the practical customer.
Validate through proper channels
Use official small-business offices and public market-research processes to learn how the organization buys. Avoid generic requests for any contract or claims that your relationship gives special access.
Choose a few buyers with evidence of fit and review the list regularly. Customer focus makes capability materials, search routines, and relationship-building more useful than registering interest with every federal agency.
Official sources
Check current instructions and requirements directly with the relevant agency.
