Finding Opportunities

Why You're Not Finding Government Contracts That Match Your Business

Diagnose narrow searches, incorrect buyer assumptions, unsuitable vehicles, and a need for clearer capability positioning.

Test the search before assuming there is no market

A search can miss useful work because of wording, classifications, location filters, or notice types. Your company may also be looking at the wrong buyers or a route restricted to established vehicle holders.

Diagnose one variable at a time

  1. 01Replace internal terminology with terms used in real buyer scopes.
  2. 02Try related NAICS and PSC classifications without making them the only filters.
  3. 03Remove overly restrictive location or agency filters.
  4. 04Separate open solicitations from market research and award records.
  5. 05Research buying history to identify offices and primes purchasing similar work.

Look beyond SAM

SAM covers federal opportunity notices, not every state, city, county, university, or subcontract requirement. Use official local procurement sites and prime supplier resources when those are realistic routes for your offering.

Reassess the offer

If searches remain poor, describe the specific deliverable and customer problem more clearly. A generic service label may not align with how buyers package their needs. It is also possible that demand is limited or bundled into a broader scope you cannot deliver alone.

Keep a learning log

Record terms producing relevant results, actual buyers, common mandatory conditions, and capability gaps. Ask an APEX counselor or official small-business office focused questions based on these findings. The goal is better evidence of fit, not a larger pile of notices or bidding on work unrelated to your business.

Official sources

Check current instructions and requirements directly with the relevant agency.
