Getting Started
How Much Does It Cost to Start Government Contracting?
Build a realistic entry budget separating no-cost registration from proposal, compliance, delivery, and working-capital costs.
There is no universal startup price
Official SAM registration has no government registration fee. That does not mean entering or performing in the market has no cost. Your budget depends on the work, buying route, existing business infrastructure, and requirements of the procurement.
A solo adviser and a manufacturer supplying regulated components face different costs. Avoid budgeting from a generic claim that every contractor needs the same tools, certifications, or personnel.
Separate four cost groups
- Market entry: Business administration, capability materials, research time, and appropriate training.
- Pursuit: Opportunity review, proposal preparation, estimating, meetings, and selected networking.
- Readiness: Insurance, licenses, quality processes, accounting, cybersecurity, or security requirements when applicable.
- Performance: Labor, materials, subcontractors, equipment, invoicing administration, and cash needed before payment.
Estimate from a real opportunity
Choose a representative solicitation or subcontract scope. List its requirements, identify what you already have, and price the gaps. Include staff time, not just vendor invoices. Record uncertain items for verification before making a bid decision.
Control spending before revenue
Use official guidance and APEX referrals before buying assistance you do not understand. Research demand before purchasing specialized infrastructure. Keep proposal spending proportional to fit and available capacity.
No-cost registration, a paid course, or an association membership guarantees an award. A responsible starting budget includes a limit on pursuit spending and a realistic plan to continue existing business while developing the government market.
