Finding Opportunities

How to Determine Whether a Government Contract Is Worth Bidding

Use eligibility, customer fit, delivery capacity, costs, and proposal effort to make a disciplined bid/no-bid decision.

A large value is not a reason to bid

The right opportunity fits your capability, eligibility, delivery model, and business priorities. A high ceiling, attractive agency name, or useful set-aside does not make an otherwise unsuitable procurement worthwhile.

Apply a sequence of gates

  1. 01Eligibility: Can you participate under the vehicle, status, and solicitation rules?
  2. 02Capability: Can you meet the scope and demonstrate the requested evidence?
  3. 03Capacity: Can you staff, supply, manage, and sustain the work?
  4. 04Economics: Can you price competitively without making performance unsustainable?
  5. 05Pursuit: Is there enough time and a credible reason to invest proposal effort?
  6. 06Risk: Are payment, data, liability, schedule, and subcontract terms acceptable?

Mandatory failures should not disappear inside an average score. A team can have strong technical fit and still be unable to bid because a required vehicle is missing.

Write down the decision

Record assumptions, unanswered questions, required partners, proposal costs, and approval ownership. If the answer is no bid, explain whether the gap is temporary, structural, or specific to this procurement.

Revisit when facts change

Amendments, partner availability, or clarified requirements can change the decision. Reevaluate using evidence, not excitement. A relationship with the customer is useful context but is not a guarantee of selection or permission to bypass competition.

Declining poor-fit work protects delivery credibility and leaves capacity for opportunities where your company can provide genuine value.
